Philo Shelton III
Title: Public Works Director
Philo is a registered Professional Engineer in the Civil Engineering discipline. He earned his Bachelor’s degree in Civil Engineering at the Worcester Polytechnic Institute and received his Masters of Science in Civil Engineering from the University of Colorado at Boulder. He is also a Certified Public Manager. Philo joined the County in June 2012. Prior to joining the County, Philo had been a Public Works Director since 2001 serving in the communities of Steamboat Springs and Black Hawk, Colorado.
Philo also serves as the staff liaison to the Transportation Board.
Title: Deputy Public Works Director
Jon Bulthuis serves as theDeputy Public Works Director and in that role provides support to the Public Works Director with specific assignment to the Airport, Facilities, Fleet, and Transit Divisions. His office is located at the Pajarito Cliffs Site, 101 Camino Entrada, Building 1, Room 106.Jon earned a Master’s Degree in Urban Planning from the University of Michigan and also holds a Master’s Degree in Business Administration from the University of New Mexico. Prior to joining the County in 2016, Jon was employed by the City of Santa Fe for 22 years serving in various capacities related to Airport, Parking, and Transit planning, operations, and management. Before moving to New Mexico, Jon was employed by the Michigan Department of Transportation.
Title: Airport Manager
David Ploeger,Airport Manager, oversees the day to day airport operation. The Airport Manager’s office is located at1040 Airport Road.
Dave returned to the position as the Airport Manager at the Los Alamos Airport in November 2014. For the four years prior to that he was the Albuquerque Office Director for Delta Airport Consultants, Inc., an airport engineering and consulting firm. Prior to Delta, Dave was appointed by the Governor of New Mexico to be the Division Director for the New Mexico Department of Transportation Aviation Division. Previously, he had been the Airport Manager at the Los Alamos Airport for four years. From 1997 to 2005 he was the Airport Manager for the Dinwiddie County Airport in Petersburg, Virginia. Before beginning his career as an airport manager Dave served in the United States Navy as a Naval Flight Officer for 25 years. Assignments in the Navy included Division Director on the Chief of Naval Operations Staff in Washington, D.C., Air Officer on the USS George Washington and Commanding Office of Training Squadron 86 in Pensacola, Florida. Dave retired from the Navy in 1997 at the rank of Captain. He has a Bachelor’s degree in psychology from St. Vincent College in Latrobe, Pennsylvania.
Title: Facilities Services Manager
Bob Feagans serves as the Custodial Division Manager. Bob holds a Registered Building Service Manager certification and attended Ohio State University and Sinclair College. Prior to working for the county Bob worked in the building service contractors field for 18 years as a Regional Manager and VP of Operations. Bob's office is located at Fuller Lodge.
Title:Engineering Manager/County Engineer
Eric Martinez serves as theCounty Engineer and oversees the Engineering Division located at the Municipal Building, Suite 160.Eric earned his Bachelor of Science degree in Civil Engineering from New Mexico State University,Eric isa licensed New Mexico Professional Engineer and Certified Floodplain Manager. Prior to joining the County in 2015, Eric was employed by the City of Santa Fe for 11 years and New Mexico Department of Transportation for 8 years serving in various engineering and management capacities.
Jason Romero serves as the County Surveyor. Jason started with the County in October, 2013. He earned his Survey Engineering Degree from New Mexico State University in 2004 and has been a Licensed Land Surveyor since 2007. Previous to joining the County, Jason worked at the Bureau of Land Management as a Cadastral Surveyor and Realty Specialist.
Title:Environmental Services Manager
Angelica Gurule serves as the Environmental Services Manager. The Environmental Services Eco Station islocated at3701 East Jemez Road.
Angelica V. Gurule, obtained a Bachelor of Science in Environmental Science from the University of New Mexico, and holds a dual Master’s of Science in Sustainable Environmental Resources Management from the University of Malta and a Master’s of Science in Information, Science, and Technology from James Madison University. Angelica was employed by Los Alamos National Laboratory for ten years and worked in Human Resources and the Environmental Stewardship Office where her work was dedicated to pollution prevention, sustainability, and waste reduction. Most recently, Angelica was employed with the Department of Game and Fish, contributing to wildlife conservation.
James (Jim) Zerr serves as the Facilities Division Manager. Jim holds a GB98 license and is a qualifying party for Los Alamos County. He received his Associates degree in Electronics from the Denver Institute of Technology and has been with the County since 1998. Prior to working for the County. Jim worked for ten years with various contractors as a superintendent and has over 30 years experience in commercial construction. Jim's office is at the Pajarito Cliffs Site, 101 Camino Entrada, Building 1, Room 106.
Title: Fleet Manager
Chris Sena joined the County as Fleet Manager in August 2014. Prior to joining the County, Chris had been with the New Mexico Department of Transportation (NMDOT) for 16 years, starting his career as a Diesel Mechanic, and moving up to Vehicle Inspector, and then the Fleet Manager in District 4 (Las Vegas, NM) overseeing 1,200 units and a budget of $1.7 million. His last position with the NMDOT was the State Fleet Manager where Chris oversaw 6,500 units and a $10.6 million Equipment Replacement budget, whichincludes $1,694,260 for equipment replacement. Chris and his crew are located at the Pajarito Cliffs Site at 101 Camino Entrada, Building 3.
Title: Traffic and Streets Manager
Dan Erickson serves as the Traffic & Streets Division Manager. Dan and his crew are located at the Pajarito Cliffs Site at 101 Camino Entrada, Bldg. 1, Suite 216.
Dan Erickson joined Los Alamos County in 2008 and served as a consultant to the Department of Public Utilities for three years prior to 2008. Dan was born and raised in Los Alamos, attended New Mexico State University, is a licensed Professional Engineer and Professional Traffic Operations Engineer. Dan brings 25 years of construction and engineering experience to Los Alamos County.
Annette Granillo served as the Director of Operations and Maintenance with North Central Regional Transit District from March 2016 to October 2016. Mrs. Granillo has functioned in different capacities within the City’s Transit Operations from 2013 to2016which has given her a broad range of knowledge, experiences and skills related toprocedures, route operations-logistics, procurement, safety, human resources, administration and team building.From1999to March of 2016,Mrs. Granillo served as the Fixed Route Operations Manager. Prior to that appointment she served as the Operations Manager for the Paratransit Services for the City.
Mrs. Granillo received herAssociates in Arts with a focus in Business Administration in 2003 from theSanta Fe Community College; she also accomplished her certification in Transit and Paratransit Management from the Graziadio School of Business and Management.
Her experience along with the team of excellent employees that Atomic City Transit has will result in further enhancements and the continuation of our high level of customer service.
