North Mesa Housing

Develop workforce housing on a 30-acre +/- tract of land on the North Mesa, between the Los Alamos Middle School, the North Mesa Sports Complex, North Mesa Road and San Ildefonso Rd. The land is currently owned by the Los Alamos School district. The overall goal is to generate a preferred concept plan for housing that can be carried forward into design and development.

Status: 

At a joint meeting on December 18, 2023, the Los Alamos Public Schools Board and the Los Alamos County Council jointly approved the North Mesa Memorandum of Agreement(PDF, 160KB) . Final deliverables of the MOA

  • Determine the best utilization of the property to meet community housing needs, especially attainable workforce housing.
  • Reserve certain housing units for school and county government employees.
  • Develop a method for managing the resultant development.
  • Finalize an agreement for a means for recurring revenue for the LAPS.
  • Find accommodation for current school uses of the property that the project may displace during development.
  • Reserve 5 acres of property for future school use.
  • Determine how best to utilize any legislative appropriations, loans, and/or grants explicitly awarded for this project toward identified costs.
  • Other services that will provide parties with sufficient information to decide whether to proceed with an Intergovernmental Agreement, Master Ground Lease, and engage a development partner to develop the property.

    Background: 

    In 2020, Los Alamos County contracted with consultant Dekker / Perrich / Sabatini to explore the existing housing shortage, taking into consideration both the Los Alamos Public Schools (LAPS) needs along with countywide housing demand including the hiring projections of the Los Alamos National Laboratory (LANL).  The subject area in the study is  ±29 acres of vacant land owned by LAPS for the purpose of providing both affordable and market-rate workforce housing to address job retention concerns.  Any future development will contain units reserved for LAPS staff. A study of housing concepts was produced that incorporated significant community input: Los Alamos North Mesa Housing Study
