Minimum Qualifications:
•Associates Degree from an accredited college or university in Environmental Sciences, Engineering or related field, or equivalent combination of education and work experience. 
•Five years of experience in solid waste or recycling operations or related field. 
•Three years of supervisory experience across all years of job related experience.
•Must possess or have ability to obtain within sixty days of employment and must maintain a valid New Mexico Class D driver’s license.
•Must possess or have ability to obtain within six months of employment and must maintain New Mexico certification as a Transfer Station Operator.  
•Must possess or have ability to obtain within one year of employment and must maintain New Mexico certification in one of the following disciplines: compost, recycling or landfill.  
•Must successfully complete pre-employment physical exam prior to commencing work.

Preferred Qualifications:

•State of New Mexico Solid Waste Operator Certification (compost, recycling, or landfill) or equivalent.
•Solid Waste Association of North America (SWANA) Transfer Station Manager Certification.
•A valid New Mexico Class A driver’s license.

Knowledge, Skills, and Abilities:

•Knowledge of refuse collection, routing, and basic machine operation methods.
•Knowledge of safe work practices of refuse collection, equipment operation and transfer station operations.
•Knowledge of supervisory principles and practices.
•Knowledge of vehicle and equipment operation and maintenance principles. 
•Knowledge of traffic laws, ordinances, and regulations involved in equipment operation.
•Knowledge of local, state, and federal environmental rules, regulations, policies, and statutes. 
•Knowledge of waste processing including waste screening, collection systems, recycling programs, disposal options.
•Skill in records maintenance. 
•Skill in examining and optimizing operations and procedures, formulating policy, and developing and implementing new strategies and procedures. 
•Skill in customer service, establishing and maintaining effective working relationships with employees and the general public.
•Skill in operating office machines and computers in a Microsoft Windows environment.
•Skill in planning and scheduling resources and equipment. 
•Ability to gather data, compile information, and prepare reports. 
•Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels.
•Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. 
•Ability to foster a cooperative work environment. 
•Ability to provide coordination and management of projects in area of expertise. 
•Ability to develop and maintain recordkeeping systems and procedures. 
•Ability to communicate effectively, both orally and in writing.

Essential Duties & Responsibilities:

•Manages daily operations of the Environmental Services Division, including establishing work priorities, which involves the organization of personnel, equipment, and materials to complete projects and deliver customer services. Oversees resolution of problems related to the day-to-day operations. 
•Supervises personnel including work allocation and prioritization, training, performance evaluation and management; motivates employees to achieve high performance, creates and fosters a team-oriented and collaborative work environment.
•Responsible for development, implementation, maintenance, and training of policies and standard operating procedures. 
•Assists with the development and execution of the strategic operating goals and objectives; oversees the planning, development, implementation and maintenance of programs, policies, procedures, goals, budgets, systems and processes. Oversees the operations of refuse collection (residential and commercial) and the environmental services facilities and operations ensuring optimum efficiency, customer service, and regulatory compliance.
•Enforces applicable environmental rules, regulations, and policies.
•Ensures personnel assigned are trained and qualified to perform their assignments.  Ensures that work assigned is appropriate for position. 
•Coordinate vehicle and equipment maintenance to ensure maximum equipment availability and safe operations.  Coordinate equipment procurement, write, and review specifications to ensure procurement of appropriate equipment for the application.  
•Provides support to address customer concerns or complaints.
•Assists in developing budgets, evaluates the need for and recommends changes in equipment, resources and personnel.  Reviews and controls expenditures in accordance with approved budget. 
•Monitors and ensures contractors/vendors are in compliance with contracts; Follows-up with and resolves contract issues with contractors/vendors. Refers escalated contracts issues as necessary. Reviews contract material and labor costs and submits bills for payment.
•May be assigned to participate in various committees, boards or other duties as needed. 
•Prepares and coordinates the collection, compilation, and analysis of program activity data; develops, writes, and presents comprehensive statistical and narrative program reports.
•Provides oversight and guidance for emergency conditions.  Coordinates or assists in coordinating the response to emergency situations. Participates in the development of the Contingency Plan.
•Maintains confidentiality of all privileged information.
•Contributes to a team effort and accomplishes results as required.
•Performs other duties as required.

Physical Demands:
While performing the duties of this job, the employee has extensive physical activity. The employee regularly is required to walk and stand; have manual and finger dexterity; stoop, and talk or hear. The employee is occasionally required to crawl, sit, climb heights, reach above shoulder level, crouch, kneel, balance, push/pull, and carry.  The employee must do strenuous physical work, heavy lifting, pushing, or pulling and must occasionally lift and/or move up to 100 pounds with assistance from appropriate equipment or another person.

Work Environment:
Work is performed in an office setting with a moderate noise level and in outside environments with high exposure to unusual elements, such as extreme temperatures, dirt, dust, fumes, smoke, unpleasant odors, and/or loud noises.  Work environment involves some exposure to hazards or physical risks, and requires following basic safety precautions.  Work may be stressful at times. Travel, attendance at various meetings, and work outside normal business hours may be required. Response to emergencies outside of normal business hours and travel may be required.
