Minimum Qualifications:
•Bachelor’s Degree from an accredited college or university in Business Administration, Accounting, Finance, Public Administration or related field, or equivalent combination of education and work related experience. 
•Four years accounting or budget experience.   
•Must be able to pass a computer skills test administered by Human Resources.

Preferred Qualifications:
•Public sector budget experience.
•3 years of governmental accounting experience.
•Experience working with Tyler Munis ERP solution (Budget/Finance).
•ERP implementation/conversion experience.
•Experience in public speaking.
•Experience in leading group training.

Knowledge, Skills, and Abilities:

•Knowledge of accounting procedures and financial systems.
•Knowledge of finance, accounting, budgeting, and cost control procedures. 
•Knowledge of budget procedures, including revenue and expenditure processes, and local, state, and federal regulations. 
•Knowledge of the principles and practices of management, of the structure and processes of government, of management support functions.
•Knowledge of budget funding sources and local governments in general.
•Skill in operating various word-processing, spreadsheets, database, and website software programs in a Windows environment.
•Skill in operating automated budget system. 
•Skill in budget preparation and fiscal management and analysis. 
•Ability to work effectively with a wide range of constituencies in a diverse community.
•Ability to perform complex spreadsheet and database analyses.
•Ability to establish and maintain good working relationships with the individuals of varying social and cultural backgrounds.

Essential Duties & Responsibilities:

•Plans and implements budget procedures, including monthly monitoring of department expenditures and revenues and communicating monitoring status to management. 
•Coordinates with departments in the preparation of department budgets and budget materials. Provides technical assistance and makes recommendations based on general budget guidance.  
•Participates in the development of multi-year forecast estimates for division expenditures and revenues; reviews department performance measures. 
•Develops and maintains budget monitoring models and coordinates production of the formal monitoring report. 
•Assists division in preparing proposals and contracts, agenda items, and supporting information; explains policies and procedures; and gives advice on management issues. 
•Assists in the fiscal evaluation of proposed legislation. 
•Researches and responds to budget surveys. 
•Manages and integrates a Performance Management Program into County operating practices.  
•Prepares the County Performance Results Report.  
•Coordinates with departments to complete data gathering and entry into the International City/ County Managers Association Center for Performance Measurement system.
•Initiates, conducts, and implements administrative research studies to provide a basis for management control and decision making and applies sound research techniques and methods to the study of administration systems, policies, work methods, scheduling practices and procedures.
•Prepares and coordinates the completion of the Internal Quality Customer Service survey for all County employees.  Analyzes and reports the indicators for the County Performance Results Report and the Budget Book.  Using survey results, serves as the catalyst for change to implement customer service improvements into daily department operations.  Promotes a seamless service, customer-oriented work force.
•Coordinates interdepartmental work teams to develop a process improvement program conducting fiscal and program analyses and research in support of the preparation and administration of operating budgets and program process improvements.
•Develops and maintains the website content for the Office of Management and Budget utilizing the latest software, social media connections and dashboards in compliance with County policies and procedures. 
•Prepares technical details of the annual county budget; reviews current conditions of approved budgets and expenditures for possible discrepancies. 
•Assists with development and preparation of the Capital Improvement Program.
•Tracks and reports Gross Receipts Tax revenue.
•Administers and monitors the on-line budget system, such as BRASS.  Provides training to departments on the system.  Posts all batches, budget transfers, budget loads, revenues, and journal voucher entries.
•Prepares budget transfers and ensures that transfers are made in an accurate and timely manner; assists in the annual preparation of the Comprehensive Annual Financial Report (CAFR).
•Develops and recommends modifications to the procedures, process or on line budget and other financial systems.
•Coordinates the county’s performance measurement and reporting system.
•Assists in the preparation of legislative and operating budgets, revenue and expense projections, final reports, and other specialized financial reports and analyses. 
•Ensures strict confidentiality of financial records.
•Contributes to a team effort and accomplishes related results as required.
•Performs other duties as required.

Physical Demands:
While performing the duties of this job, the employee regularly is required to sit and stand; have manual and finger dexterity; stoop, and talk or hear.  The employee is frequently required to sit.  The employee is occasionally required to crawl, climb heights, reach above shoulder level, crouch, kneel, balance, push/pull, and carry.  The employee must occasionally lift and/or move up to 25 pounds.  The employee must be able to see and record small numbers.

Work Environment:
Work is performed in an office setting with a moderate noise level.  Travel, attendance at various meetings and work outside of normal business hours may be required.
